but did you ask the right question? political campaigns like your clients and mine may only use the feature set in the intersection of IIS and *nix development, and on the version of apache, and on the version of ssl, and on the version of ... also common to both, but why? in leased quarter-rack colo'd campaigns, simply throwing in another 1u at $100/mo to fill a critical functional box is wicked cheap. cheaper and less constrained than a solution that is *nix and IIS indifferent.
things to keep in mind are functionality, localization, usability, reliability, performance, support and/or scalability, an hp-ism, but a useful one.
