A default install of OG has at least one patch (node_access), while enabling og_forum and og_book needs patches to the core taxonomy and book modules respectively.

Since patches to core are generally frowned upon, I am wondering what impact applying these patches will have on upgrading a site to 4.7 when it is released. Any details would be greatly appreciated.

I don't think it has any impact as long as you overwrite drupal 4.6 with 4.7 as well as the og module with the latest one before you run upgrade.php. I don't think the 4.6 patches consist of any database changes.
