No documentation using help module

I'm going to add some basic info to hook_help() soonish. Mostly I plan on just linking back to that documentation page.

let's put the hook_help in the reports module - and write it for a beginner audience ("is this thing on?"). /admin/help/path looks like a nice example - I like the list of action links at the bottom.

Committed a first draft. I'm not going to be able to do much over the next several days, so I welcome your tweaks :) Its in 6.x-1.x

Looks awesome, thanks. I didn't realize the links were auto-generated by system_get_module_admin_tasks() - I wish we could add a link to the summary report when appropriate, but that list isn't hookable.
