I get the admin email instantly after an order is placed while the customer email takes 5-10min. I ran cron manually and that didn't trigger it to send. Why is there a delay and what causes it?

There's nothing about the e-mail code that would produce such a delay. I'd look elsewhere, particularly your mail server and whether or not the admin e-mail is on the same domain as the site.
