Releases for Environments

First release of Environments module, considered preliminary testing release. The module is brand new and has undergone limited review to date so do not consider this stable. The API could change in future releases. The current code should work for basic use cases, but needs additions to handle sites with subpaths (e.g. sites.com/mysite), and other additions listed as TODO items in the code.
