When choosing content for an edit panel, Form General is not an option. These are the only options for me under the Form tab:

Node form categories
Node form file attachments
Node form revision log message
Node form submit buttons
Node form url path settings

Problem existed in beta1 and upgrade to beta2 didn't change this.

Hmm. I can't duplicate this. Just using the node edit system page, I see General form just fine in my tests.
