I'm looking for something that will allow me to run a review type website, but allot points/rewards to people for their entries. Preferably, the reviews would have some sort of rating system (stars?) so people can see at a glance how something ranks. I've seen the voting and user points modules on this site, but I wasn't sure if you could combine them somehow. Is this something that would require a lot of customizing? I am wanting to learn PHP, but right now I know very little about it.

Drupal can be configured to do quite a bit. You wouldn't be able to get exactly what you want out of the box.
The good news is that a lot of the customization seems much more daunting that it actually is, once you get it open in a browser.
If you have the patience to learn drupal for a few weeks before you even consider throwing your site up on the web--you should be fine.
