I went ahead and downloaded FCKeditor 2.6.4 and installed as instructed but it doesn't show up in the list of available editors. If I remove all other editors, the list is actually empty.

It seems you assigned your existing input formats to an editor that no longer exists. You need to "remove" the two wysiwyg profiles first. Afterwards, you can create a new profile for FCKeditor (which is marked as 'properly installed').
I'm keeping this issue open to improve the UI:
- Instead of "No editor" the disabled select field should contain "Invalid editor".
- The "edit" link shouldn't be there.
- The table row should be colored red to indicate the error.
- A helpful error message explaining the situation wouldn't hurt, too.
I guess I'm not sure what you mean by removing the 'profiles'.
FYI Basically what I did was:
-delete wysiwyg dir from modules dir
-reinstall latest wysiwyg
-install FCKeditor and TinyMCE into sites/all/libraries dirs as instructed
Both editors showed up as installed on the Administer -> Site configuration -> Wysiwyg -> Wysiwyg page
but only TinyMCE showed up in the drop down lists. So then I deleted the tinymce dir from sites/all/libraries dir and left FCKeditor. So it's still installed... but nothing shows up in the drop down list.
@ajcrm125: In your screenshot, you see a table with two input formats. Both table rows contain a disabled select field that says "No editor". In both rows, you click the "remove" link to remove the existing profiles. Afterwards, you will be able to select one of the installed editors and create a profile for it.
@ajcrm125: You mentioned you installed FCKeditor and TinyMCE after updating the module. Did you have a different editor installed before that was assigned to those input formats?
No... but I had the older WYSIWYG module installed. Instead of removing the module and re-installing I simply installed the module over the existing one.

sunMarking as duplicate of #522440: Clarify the meaning, and usage, of WYSIWYG profiles on the settings screen. You can follow up on that issue to track its status instead. If any information from this issue is missing in the other issue, please make sure you provide it over there.
