administer link alternates

I have 2 users with admin role. When devel is enabled, the administer link would alternate showing up under admin1 and admin2. The other one would not have admin powers. I'm reporting this as a separate issue since when I installed organic groups also, this broke completely. No one could get to any admin access, no matter what I did in the mysql tables. Finally I had to change the code in devel.module.
