On admin/user/user, you are presented with the description "Drupal allows users to register, login, log out, maintain user profiles, etc. Users of the site may not use their own names to post content until they have signed up for a user account."

The first part "Drupal allows users to register, login, log out, maintain user profiles, etc." seems like a feature description - if people get to this page, it is very unlikely they have never encountered the concept of a user.

The second part "Users of the site may not use their own names to post content until they have signed up for a user account" is explaining a certain scenario, where the administer is unsure whether a user needs to be signed up to post with his name - seems like a very unlikely scenario, especially if one encounters information posted with Anonymous. Anonymous should make it self explanatory, that the user is not logged in.

Notably this patch also removes the help icon and text, however this page seemed quite outdated and should be within documentation. As it provides almost no contextual help, rather mostly feature descriptions.

+1 for it: Users page does not need a description. And if, it should be better than this one. So if we need this kind of descriptions on major pages like taxonomy, user etc. I am much in favor of doing the "hiding behind question mark" strategy.

I think Merlin proposed doing that by getting advanced help into core.
