When the TinyMCE flash button plugin is enabled along with IMCE and the image button, the button bar disappears in the node edit form. The Dis/Enable rich-text link is still visible and appears to work because it toggles the textarea veritcal expand grab bar.
No other wysiwyg editors are enabled. The theme is based on Zen.
