Merged the add / edit forms using a modified singular callback.
Moved the settings and role key roles listings (renamed to Assigned roles) to LOCAL_MENU_TASKS to make space on the list page.
The status flag is now editable on the main listing page. TODO: Validation of keyword required before this is moved.
The "edit role key roles" callback has been removed and the role key roles form has been updated to reflect this.

Removed hook_forms after the add and edit forms were merged in the last commit.

Now a single form adds and edit a whole key and its roles
