I'm not getting this warning, and I have the following enabled features: File download, Role assignment, Node access.

The first two are the ones that come with Ubercart (uc_file and uc_roles). That means the problem is coming from a contrib module that is listed on your site, but doesn't have a settings form on that page.

Without additional information from the original poster, I'm afraid this can't be addressed. Closing this to get it off the books, bu t if you continue to have the problem with the current version of Ubercart, and can provide more details please re-open.
