Is there an annotated list of modules ... like what each does, who might want to use it, etc. Some are self-explanatory, but others are not.
Or is that just a matter of some other doc creation tasks being higher priority at the moment?

It is planned alright and requested millions of times, but it just waiting for a proper implementation. All the modules should carry an desciption of their purpose inside their code, but the problem is - how to fetch and display it in a proper way? This is currently under discussion in Drupal development list and will be answered soon.
As a temporary solution I suggest to browse the CVS repository - most modules have a README or INSTALL file included, what should give you an overview what the module does. You can see them when you are clicking in their Rev number (not the filename), usually 1.1, 1.2 or similar.
