All menu items without a submenu like "modules", "themes" or "menus" are linked to "www.domain.tld/" and not "www.domain.tld/admin/build/xxx"

Sorry, I cannot replicate this issue and also never heard of this issue before. I can only guess that some other module is hi-jacking your menus.

Please disable all other modules and check whether it is working properly afterwards. If it is, re-enable the other modules step by step to find out who is guilty.

Marking as won't fix for now. Feel free to re-open this issue if you did the above, but it does not work when all other modules are disabled.
