Version 1.8 is a security release of Storage API. It addresses the security issue that allowed a user to bypass access checks if the field is attached to any entity other than a node.
Version 1.7 release of Storage API covers numerous code changes since version 1.6.
Under this version, there has been a lot of code cleanup in agreement with Drupal coding standards. This release includes many changes. Do not upgrade your site without first testing this update. Storage API is so vast it is impossible to do 100% regression testing across the spectrum of use-cases.
The module creates an .htaccess file in the files directory to prevent code execution, but copied the Drupal core file and wasn't updated to include the improved file contents after SA-CORE-2013-003.
