troubles with content settings

In my content settings (admin/node/settings)
i have chosen "Read/write" comment options opposite all type of content.
When i`m visiting my site in admin role everything is ok.
But when i`m in anonymous or authicated role i`m getting such trouble:
-after posting a new content by anonymous and auth-user comments became disabled:(
All permissions is ok: access comments, post, post without approval...whats happening??

Help please.

p.s.
you know that anonym and auth users can`t view comment and node options when they are posting content, so when i`m posting in admin role i see such options in add-page, above a title, and "comments" a checked with "read/write"
BUT when i`m moderating anonymous post i see that "comments" checked with "disabled"...:((urghh
