User created some topic.
I've edit this post via admin.
After that user can't edit it anymore, even permission is set that user can edit own topics.
And Author is set still to this user.

Any chance the input format for the node was changed to one that the user in question doesn't have access to? If so, that would make this a duplicate of issue #91633.

Has to be the same bug, so marking as duplicate. If it turns out to be something else, please re-open this. #91663: Permission of text format is not checked when editing an entity and instead reset to something a user can use.

I've noticed a very similar issue on my installation of Drupal 6.14. A user has made several forum comments and one of them that was edited by an admin the original user cannot edit now. The input format is definitely set to one the user is allowed to use (Filtered HTML) and they are still set as the author. This seems to be unrelated to the input format permission but listed above.

Upon further investigation it looks like this is actually being caused by the Quote Module. When a user quotes a previous comment the poster of the original comment can no longer edit it. I assume this is on purpose by the Quote Module.

I have the same issue. Just upgraded to 6.14

If a user creates a forum topic and the admin afterwards changed the format to full html. The the users can't edit there own topics anymore

Ok, I just read an post about this.

In my case the problem was thay the admin has changed the topic from filtered to full html.
The user did not have access to use full html.
