I just wanted to add that as maintainer of the token contrib module, I'd welcome having an official maintainer of the token system in core. I'm also open to adding my name as well if that helps. I'm either way available to discuss what of token module should be in core and how we could possibly modernize the token system.

Thanks @berdir, I didn't see your comment until just now and it makes me much more comfortable about taking this on. I would love to see your name against this subsystem, and whether or not you decide to do that I definitely want to hear your thoughts/guidance on a suitable direction.
