Problem/Motivation

LoadTest (from #3164924: Add a trivial "load test" was better than nothing). However, now that we've got GroupNotifyTest (from #3558643: Add basic notification test coverage), that's testing much more than LoadTest can. Now, LoadTest is basically wasted cycles and duplicate "coverage".
