Problem/Motivation

The Pathauto feature is always disabled by default. This should the same as the default pathauto module (without domain_path)

I think this resolves a couple other issues.

- #3388296: Disabled domain_path_pathauto setting status not saved
- #3374263: domain_path_pathauto defaults to disabled
- #3460806: Flip invisible/visible rules in domain path widget
