It isn't a duplicate, it was spawn out of that issue.

#3463798: No upward auto-scroll when components are dragged is about how you should be able to drag a component without even having to scroll when you reach the top or the bottom of the viewport. Scrolling should happen automatically. (The downward directions already worked, only the upward direction was missing.)

This issue is about being able to scroll the page using a scroll-wheel of a mouse while you're dragging a component.
