I've gone into user.module and changed 'User login' to 'Staff login' which works fine - except on the index page!

I can't figure this out at all.

Is it because this is a core module? But I don't seem to be able to rename it.

In the most recent newsletter there was a Drupal Tip on how to change any string:

At first glance, it doesn't mean a thing to me! :-) But I'll go check out the page in the handbook that it mentions.
