I am wanting to have a podcast w/ my website. Can I use Drupal to create an RSS feed I could use for a podcast?

The short answer to your questions is yes.

you can use taxonomy to organize the podcasts and use term lists are your RSS feeds.
you can also investigate views.module to create RSS feeds.

If using D6 you can use the ffpc.module aka filefield podcast module

Can I just upload the audio file to the public_html folder, or does it need to go somewhere else?

no. Files uploaded through drupal typically go into the files folder. Though where in the files folder can depend on the method you've chosen to upload the file. ie: which modules are in use.

I know this comment is totally off-topic, but unless it's totally necessary for you to host your mp3 files in your server, I recommend you blip.tv for mp3 hosting. They're great... and totally free.
