Before #3226487: Always allow access to revisions based on access/permissions, not on the count of revisions access to Node and Media revisions was based on whether:

  1. If the node/media type had revisions enabled by default
  2. If not, it would be based on whether the entity had more than 1 revision

Now it will always be displayed as long as the user has access to view the revisions.
