we're looking at using webform for a series of surveys. we've found the webform-reporting module which is going to be useful for certain things, but is there a way we could get a list of users of a particular drupal site who *haven't* filled out the form yet?

There are some requests to add Views support to Webform, which would probably make this possible through Views. However, Webform currently does not provide this support in any real way, you'd have to do a SQL query on the Webform and User tables.
