Update to Paragraphs features 8.x-1.8

Problem/Motivation

Paragraphs feature version 8.x-1.8 has a new configuration option to hide the drag & drop action button of the paragraphs module.
This button is now visible in Thunder because the drupal/sortable library is now loaded on the edit page.
While the paragraphs drag & drop mode is quite nice, it currently clashes with the Thunder's sort mechanisms. Until we find a way to correctly merge these features, we should revert back to the previous look and feel, and hide that button.

Proposed resolution

Update and configure the paragraphs features module to hide the drag & drop buttons on article and taxonomy term edit pages.
