The default lists provided for states and provinces only include US states, no provinces.

Here's a patch to add to the provinces to the appropriate lists. I didn't include any kind of separator because I wasn't sure what format would be appropriate.

Hmmm. I see where you are going with this now and this was definitely a mistake. The good news we can change any install config without breaking anyone's existing webform installation.
