Awesome, thanks! Committed to HEAD. Confirmed that this is a bug only in 7.x, not in 6.x and below.

FYI: the bot is spazzing out because this patch was rolled from within the themes/garland folder, rather than from the "root" Drupal folder (where INSTALL.txt, etc. are). So if you could try and roll future patches from there, the bot will properly test them.
