Commerce 2.14 will be our last release compatible with Drupal 8.6.0 and PHP 5.5 / 5.6.
Once 2.14 is tagged, we need to raise requirements. This issue is for that.
We can start using PHP 7 syntax (such as typehints in services) in followups.
