Commerce 2.14 will be our last release compatible with Drupal 8.6.0 and PHP 5.5 / 5.6.
Once 2.14 is tagged, we need to raise requirements. This issue is for that.

We can start using PHP 7 syntax (such as typehints in services) in followups.

A change record is made when there are anticipated changes that need to be made, by developers or users, in code or configuration.

In this case there is nothing to say, we're chasing dependencies as usual.
