These are config entities that weren't covered by #3042255: Allow Commerce bundle entities to be duplicated cause they aren't bundles.

Let's do them here.

Payment gateways are ready, checkout flows need more work because they currently have a two-step form.

EDIT: Need to fix #3043532: Allow checkout flows to be duplicated first.

#3043532: Allow checkout flows to be duplicated is more complex than it looked. I will repurpose it to contain the duplicate-form changes as well, and commit payment gateway duplication here.
