When choosing to pay via PayPal Checkout, from Checkout and not straight from cart (i.e for the "mark" flow), we need to inject the Smart payment buttons on the order review page.

Unfortunately, we can't output the buttons below the "PayPal" option as detailed on this page https://developer.paypal.com/docs/checkout/integration-features/mark-flow/ since the checkout step isn't validated/submitted at this point.
