We want to host the basic Drupal 4.6 version and some of the add on modules (http://drupal.org/project/Modules) like ecommerce and legal. Does any one know of a good, cost effective hosting company that has the expertise and is willing to install, support, mantain and upgrade this combination of basic + add on modules? Most host we talked to were willing to support only the basic moduel and were not willing to take on the responsibility for add on modules even for a small (15-20%) monthy price premium?

Are there any good models for supporting basic + addon modules?

That essentially was the premise of Bryght, so perhaps you should look to them. The 15-20% premium you're talking about can be quite low considering what a programmer's time is worth. Drupal is a technically sophisticated piece of software. You can't just hire some simple techie to deal with it.
