Problem
Usage of Smart IP is currently useless if its intent is to hide the banner in non-EU countries. If you want to be GDPR compliant in the EU by choosing the Opt-in method, hiding the banner in other countries would basically block those visitors from giving their consent.

Solution
Smart IP should effect not only the banner, but also the Consent Method. For example, set to Out-in for EU countries only, and Opt-out for everyone else.

Good suggestion. Although we can't change the behavor of the Smart IP feature now (since there may be users relying on it that would object to such a change), this could be something worth adding in a future version.

At this point, the feature would depend on somebody contributing a patch. Let me know if you can come up with something.

Would it work if there's another option below the EU Countries pane saying something like "Assume consent given for visitors outside the EU area" (if the current method is Opt In)?

This functionality is now in 2.0.x.

Note that many countries outside of EU also require an opt-in consent, whereas some, like you say, require opt-out.
