Add Gabriel Sullice as API-First Initiative coordinator

Big plus 1 from me. I've been working directly with Gabe for the last six months and he has been incredible at communicating the goals and status of this initiative. He has also been instrumental at consensus building and directly contributing. +1 and thanks for everything Gabe.

I'm the one who asked @gabesullice if he was interested and checked with my currently only fellow initiative coordinator @e0ipso whether he was okay with this. Obviously, @e0ipso is :D

Gabe has been doing excellent work for a long time now — especially in pushing forward the JSON API module, but also in coordinating with other API-First contrib modules, improving documentation, collecting real-world feedback, providing advice, and so on!

In short: I think this is the public recognition Gabe deserves 👌

That leaves only one thing to be done: @gabesullice needs to RTBC this issue to explicitly +1 :)
