I have set up the timeout for 4 mins and checked the box "content_lock_timeout_on_edit" but when the user goes to edit the content after the lock has been stale and the cron did not run, the content remains locked when the user does not have the break lock permission.

I am not sure what's the expected behavior by design but it makes since to release the stale lock regardless of permission after it's expired.

Maybe it should do a check to see if the lock has timed out prior to processing the rest of the logic?
