Undeclared radix_layouts dependency in panopoly_users

Panopoly Users has exports a feature that uses radix_layouts layout, but there's no explicit dependency on that module.

Both Panopoly Admin and Panopoly Theme declare that dependency, but on an install that does not use these two, but does use Panopoly Users, it will break the /user page. I get a white screen.
