Followed the short upgrade procedure and all of the form fields for all forms have been lost. All data is still in the dbase but drupal is not allowing me to either remove webform-6.x-2.1.2 or upgrade. I am going to try and revert with a bkup. But All of the forms are empty of form fields. currently runnin drupal 6.3. I have no other issues with drupal or the site.

Did you not copy over the "components" directory? There aren't any database changes between 2.1.2 and 2.1.3 so your data should be safe.
