However, the message cannot be turned off, completely, via the user interface.

The attached patch allows you clear the default preview message (/admin/structure/webform/config), this will "turn off" the preview message unless one is manually entered for a webform.

The attached patch includes test coverage. If all the tests pass, I will just commit this patch.
