This isn't working for images inserted with IMCE. I think this may be because data-entity-uuid is missing or blank. That could be an IMCE issue.

The attached patch with the patch from #2771837: drupalimage CKEditor plugin should not require data-entity-uuid and data-entity-type when image upload is disabled allows IMCE image captions and alignment to be edited.
