Follow-up #2902191-16: Determine cause and fix random fail in \Drupal\Tests\settings_tray\FunctionalJavascript\SettingsTrayBlockFormTest::testBlocks.

@tedbow made nice patch with demonstration fails, when the 'slow bot' is slowly responding. Let's check it on all the tests. Perhaps this issue will be relevant for other simulations of slow work too.

#2902191: Determine cause and fix random fail in \Drupal\Tests\settings_tray\FunctionalJavascript\SettingsTrayBlockFormTest::testBlocks fixed. At the moment, this way to reproduce the fails is not work. 🎉
Let's close issue until necessary again.
