Web form: 7.x-4.14
When a public user submits a form using his/her valid email, how can webform send auto email to the user? At this point, only admin gets the email upon submission.

I tried this but I did not see any progressing field under advanced settings. I also tried the email tab. It seems to me email tab is simply to send email to specified email address(s) not for auto responding.
Please advise.

It's on the email tab you were looking at. You can select "Component value" and choose the email field you have added to your form, then on the next screen add you auto response body.
