Use thunder admin theme develop branch in distribution tests

Problem/Motivation

Development of thunder and thunder admin theme is tightly integrated. Changes to thunder admin theme often lead to tests failing on the distribution. Since the distribution picks up only releases of the theme, problems arise at a late stage.

Proposed resolution

• Use development branch of the theme in the composer version of the distribution tests.
