Hi, where is the proper place to give feedback about drupal.org? Many of the design and IA changes made over the last year have been poor, from my point of view, and I'm wondering what the process is for making these decisions? Obviously there will be a diversity of opinions, but I'd like to participate in the debate.

The people in control of Drupal are in the "Issue Queues".
The people in control of Drupal rarely visit the forums.
If you want "influence" you will need to learn how to navigate your way through "issues queues", which aren't just for software problem reports (bug reports). Only people with proven ability to contribute to the Drupal PHP, javascript, and Twig, code (e.g. contrib module development experience) are likely to be respected and deemed credible.

If you are concerned about Drupal 8, keep in mind that Drupal's originator, Dries Buytaert, is also the founder of Acquia, whose employees represent the majority of people with access to commit code changes to Drupal core:

One must accept that those are the primary people who drive the priorities and focus of Drupal's evolution, and its present and future directions.
