Creating users via REST isn't sending a welcome email

Hi,

I am new to drupal, and want to send out an email to users I create via REST and have questions.

So I found some sites showing how to send emails programmatically. Great! Overriding some functions in what appears to be a module. But none of the guides states where exactly to put this code.
