Follow up for #2531700: Fragment links to children elements in closed grouping elements don't work.
To make clicking fragment links to elements hidden in a details or vertical tab grouping element work in Edge and some versions of Firefox and Safari a timeOut()
was introduced.
Let's investigate how we can get rid of that.

dsnopekIt should be noted that this also fixed an issue with Firefox, where the carrot wasn't appearing in the input field. And it may have fixed a similar timing issue in Safari, just like the one in Edge, but that only happens a small percentage of the time rather than all the time.
So, it's not just Edge!

nod_I don't think we can remove it with the code as we have it now. maybe with #1839158: Replace collapse.js with a proper polyfill for <details> (or most likely it'll be "hidden" in the polyfill)
