This issue is one of several proposed strategies for the Community Working Group to address various questions, concerns, and suggestions raised in recent Drupal community discussions. The full list can be found at https://drupal.org/node/2893907

The CWG views permanent dismissal from the community as a last resort that is only exercised after all other options have been exhausted. In case of repeated breaches of the Drupal Code of Conduct, where the conflict resolution process has failed, the CWG attempts to work with the individual in question to draft an action plan to avoid and prevent ongoing breaches of the Code of Conduct. This process (https://www.drupal.org/node/2504989), does not begin until there have been multiple reports and warnings.

Former CWG member Angie Byron has also described this process: http://webchick.net/drupal-cwg-demystified

As per the conflict resolution process (https://www.drupal.org/conflict-resolution), the CWG may consider the following actions prior to a permanent ban:

  • A request for a private or public apology.
  • A private reprimand from the working group to the individual(s) involved.
  • A public reprimand from the working group to the individual(s) involved.
  • An imposed vacation (i.e. asking someone to "take a week off" from a mailing list or IRC). They'll be asked to take this vacation voluntarily, but if they don't agree then a temporary ban may be imposed to enforce this vacation.
  • A permanent or temporary ban from some or all Drupal spaces (mailing lists, IRC, etc.). The group will maintain records of all such bans so that they may be reviewed in the future, extended to new Drupal fora, or otherwise maintained.

In practice, the CWG has always worked to provide individuals with a "path back" to full community participation again, assuming the individual is willing to take responsibility for their words and actions and take necessary steps to rebuild relationships with community members who may have been impacted by them.
