gdemetThe CWG views permanent dismissal from the community as a last resort that is only exercised after all other options have been exhausted. In case of repeated breaches of the Drupal Code of Conduct, where the conflict resolution process has failed, the CWG attempts to work with the individual in question to draft an action plan to avoid and prevent ongoing breaches of the Code of Conduct. This process (https://www.drupal.org/node/2504989), does not begin until there have been multiple reports and warnings.
Former CWG member Angie Byron has also described this process: http://webchick.net/drupal-cwg-demystified

In practice, the CWG has always worked to provide individuals with a "path back" to full community participation again, assuming the individual is willing to take responsibility for their words and actions and take necessary steps to rebuild relationships with community members who may have been impacted by them.
