Add a possibility to add css classes in Panel's block [#2892382]

Currently there is no way to add a class for some block in panels.

@andypost There are multiple issues in the Panels issue queue related to adding attributes to blocks. The problem here is that these are currently focused on DisplayVariant management where blocks are places in a blueprint for pages to be created later on. Adding new blocks with the IPE (In Place Editor) is not (yet) supported.

Just wanted to point this out before people start searching in the Panels issue queue. I agree with you that this feature request should be picked up by the panels module maintainers and not block_class.
