Voting API handler does not report created/updated counts during migraton

reguardless of how many voting api records are imported... you always get
Processed ### (0 created, 0 updated, 0 failed, 0 ignored) in 0 sec (0/min)

Well at least you can tell how many were processed... but it would be nice to support the other default functionality of seeing updated and created as the migration worked.
