I cannot find the option to "Execute custom PHP Code" in Drupal 8 "Rules". I have added the php filter module as well. Where has this Rules feature gone?

Your post implies that there used to be a D7 Rules feature that executed php that is not present in D8.
I have not reviewed the status of the modules and their D7 versus D8 differences, but you will find that many, many, D8 modules are missing features that were provided by equivalent D7 functionality. Keep in mind that D8 is essentially a complete re-write and re-imagining of Drupal and as such is really a "1.x" code base that may take years to catch up to D7 functionality levels.
